What Is an LKPM Report in Indonesia, and What Happens If Your PT PMA Doesn’t File?

Many foreign investors assume the legal work ends once the NIB (Nomor Induk Berusaha — Business Identification Number) is issued and monthly taxes are paid. It does not: every active PT PMA (foreign-owned limited liability company) must also file the LKPM report in Indonesia, a periodic investment progress report enforced with escalating sanctions.

What Is the LKPM Report in Indonesia?

LKPM stands for Laporan Kegiatan Penanaman Modal — the Investment Activity Report. Companies submit it online through OSS (Online Single Submission, the government’s licensing portal) to the Ministry of Investment and Downstreaming / BKPM (Badan Koordinasi Penanaman Modal). The duty comes from Article 15(c) of Law No. 25 of 2007 on Investment and is currently implemented through BKPM Regulation No. 5 of 2025, in force since 2 October 2025.

BKPM uses the report to track the gap between planned investment (the capital committed when the PT PMA was established) and realized investment (what the company has actually spent on its business in Indonesia).

Who Must File, and When?

Every active company holding a NIB must file, including PT PMA and PT PMDN (domestic investment companies), separately for each business activity (KBLI code, the Indonesian industry classification) and location. Micro-scale businesses (capital up to IDR 1 billion) are exempt from the standard LKPM cycle. Frequency depends on business capital:

What Do You Have to Report in OSS?

What you report depends on the stage of each business activity:

  • Construction or preparation stage: land purchases, building construction, initial machinery and pre-operational costs.

  • Operational or commercial stage: operating costs such as salaries, utilities, raw materials and marketing.

  • Workforce data: the current number of Indonesian workers (TKI) versus foreign workers (TKA).

What Happens If a Company Does Not File?

Indonesia monitors foreign-owned companies to confirm they contribute to the real economy rather than operating as dormant “shell companies”. (Note: This reflects general practice as of 2026.) Sanctions are administrative and apply in two situations: two consecutive periods without a submission, or four consecutive periods of reports showing no new realization during the construction or preparation stage.

Step

Sanction

What it means

1

Written warnings (first, second, third)

Sent through OSS and the registered company email. A warning lapses if the company files correctly in the next period.

2

Temporary suspension of business activities

Applied if the third warning is ignored; may carry an administrative fine and is lifted once the report is filed and any fine is paid.

3

Revocation of the business licence (incl. NIB)

Applied if the report and fine remain outstanding. The company loses its legal right to operate.

A suspended company may be unable to process KITAS (work permit) applications, renew operating permits or obtain export and import licences. (Note: This reflects general practice as of 2026; verify at oss.go.id.)

Common LKPM Mistakes

  • Messy bookkeeping. An accurate LKPM needs CapEx (capital expenditure on long-term assets) and OpEx (day-to-day running costs) recorded separately. Mixed in one expense folder, the figures cannot be split and the report risks rejection. OSS uses self-declaration, so the company alone answers for the data’s accuracy.

  • The “zero sales” myth. No revenue does not mean no report. Spending on rent, salaries and administration still counts as investment realization and must be reported. (Note: General practice as of 2026.)

  • Confusing paid-in capital with realized investment. Depositing capital in the company’s bank account is not realization; BKPM looks for evidence of how the money was actually used.

  • Filing at the last minute. OSS traffic peaks near each deadline, and slowness or errors in the final days are common. (Note: General practice as of 2026.)

How GMS Agency Handles LKPM Reporting

Directors and founders should be growing their business, not arguing with a government portal or interpreting BKPM regulations. GMS Agency’s Tax & Accounting team, based in Bali and serving clients across Indonesia, handles LKPM alongside monthly bookkeeping and PPh (income tax) and PPN (VAT) filings. For foreign owners seeking a tax accountant in Bali who explains everything in plain English, the process is:

  • Collection and reconciliation of your financial data.

  • Accurate classification of assets versus costs to BKPM standards.

  • Direct data entry and submission into OSS.

  • Monitoring until the submission reaches official “Approved” status.

Frequently Asked Questions

When is the first LKPM due after a PT PMA gets its NIB?

The first report falls in the window of the period in which the business licence was issued. For a medium or large company, a licence issued in February is reported in the Q1 window, closing 15 April. (Source: Permen BKPM No. 5 Tahun 2025; OSS — oss.go.id)

Where do I submit the LKPM report?

Online through OSS with the company’s account: open the reporting menu, select the business activity and location, choose the stage and enter the data. BKPM also runs an “LKPM Clinic” for technical problems. (Source: OSS — oss.go.id; BKPM — bkpm.go.id)

Is the LKPM the same as my company’s annual tax return?

No. The LKPM goes to BKPM through OSS, while the annual corporate tax return (SPT Tahunan) goes to the tax office (DJP). Filing one does not satisfy the other. (Source: UU No. 25 Tahun 2007; UU No. 28 Tahun 2007 tentang KUP; DJP — pajak.go.id)

Does missing one LKPM deadline lead to a penalty?

Sanctions are formally triggered by two consecutive missed periods, but each missed report counts toward that trigger. A warning lapses if the company files correctly the following period. (Source: Permen BKPM No. 5 Tahun 2025, Pasal 373–376)

Who is responsible if the LKPM data is wrong?

The company. OSS relies on self-declaration, and the Ministry verifies the data later with regional investment offices. (Source: Kementerian Investasi dan Hilirisasi/BKPM — bkpm.go.id)
